Each of its two opening handles has twisted around a separate limb with little chance of freedom. The bag can't be reached with a normal ladder. It will probably require an electric company light pole lift, then maybe Jaws of Life to cut it loose.
I've seen it daily for months. On windy days it spins and flaps like a sheet on a clothesline. I feel its pain.

Most of the trash was white plastic bags, empty beer cans and soft drink cups. Once a motorist tossed a bag out and waved at me. After I filled my bag I deposited it in the town house complex Dumpster.
I felt elated and proud about my cleanup job. But it was a bittersweet emotion. I wasn't solving the real problem. I only shifted the waste from the street side to another trash collection point. Out of sight, out of mind. It eventually landed in a landfill probably to live everlasting. That bothered me.
Later in the Hill Country we bought a new home that adjoined a fenced longhorn cattle ranch.
Unfortunately it was directly downwind from the prevailing south winds and other subdivision houses. Before an approaching norther arrived I'd tell my wife "It's going to be a breezy bag day.Handmade oil paintings for sale at museum quality,"
Sure enough, with winds gusting 30 to 45 mph the bags rolled in like tumbleweeds.
Most bags pinned against the wire fence and were easy to collect. But others jumped the fence, landing in the ranch pasture where cows, deer and rattlesnakes roamed.
Some hooked on thorny weeds or prickly pear. Out of my reach but not my eyesight. After a few days I climbed the fence to disconnect them. My drifting bag problem was ongoing.
One time I was unloading groceries into my car trunk.
