Progress made on retaining wall of Veterans Memorial Park

Work has begun on the Veterans Memorial Park for Butte County after more than 10 years of planning and promotion.

The Veterans Memorial Park Committee, chaired by Stu Shaner and Butte County Supervisor Bill Connelly, guided the project through a quagmire of delays Connelly said are too numerous to list.

But the story had a happy ending this week — or rather a happy beginning — as heavy equipment rolled and workers buzzed at the memorial site overlooking the Feather River.

For Shaner, Connelly and other committee members who have attended hundreds of public meetings and spent thousands of hours spearheading a memorial, Monday's activity was a dream come true.

Connelly said seeing the construction on Monday was a very emotional experience.

A retaining wall going in over the next couple of weeks was funded by a grant through the county with matching funds from the city of Oroville Redevelopment Agency.

In the past, the project has been funded by a grant the county passed through for the project, a federal earmark from former Congressman John Doolittle, some city and county money and community donations.

A couple of years ago, Connelly finally negotiated to buy the property on Montgomery Street where two old houses once stood.

Buying the property ended a long process with many complications that at times made the project seem like a pipe dream.

Local contractors and businesses donated labor and resources to tear the houses down and clear the property.

Community donations paid for the engineering work. The county became the lead agency several years ago, doing some work in-house, including applying for another grant.

Connelly said the memorial is one of the final projects being considered for Proposition 64 grant money, and the awards should be announced in February.

Shaner was the other major force behind the memorial, and Monday he watched the work and talked excitedly about the memorial.

"It's just amazing," Shaner said. "I am so excited."

Shaner said both the city and the county contributed to the memorial.

Meanwhile, the committee is seeking community donations to see the project through.

The next phases will install a concrete platform that will include an outlook over the river by the retaining wall and a meeting place.

Shaner said the wall being installed now will accommodate a a memorial wall for men and women around the county who died in the nation's wars.
