US trying to make Pakistan a fall guy, says former adviser

Former National Security Adviser Maj-Gen Mehmood Ahmed Durrani, who is considered a friend of America, says overwhelming number of Pakistanis believe that the US is making Pakistan a fall guy for its failures in Afghanistan.

"One issue is indisputable - the US has failed to achieve its objectives of peace, prosperity, democracy and defeating terrorism in Afghanistan; and this is not because of Pakistan. Actually, Durrani said, the seeds for a strategic drift were sown from the day Pakistan and the US agreed to cooperate in the war on terror after 9/11. He said the US continued to believe throughout this period of cooperation that Pakistan was not doing enough in cooperating with the US to defeat terrorism in Afghanistan. They felt Pakistan was hunting with the hound and at the same time running with the hare, he said, adding that on the other hand Pakistan remained suspicious of some strategic objectives of the US and its strategy in Afghanistan.

An hitherto unpublished US Embassy Islamabad cable released by the WikiLeaks, which was written by Ambassador Anne W Patterson on Durrani’s dismissal by Prime Minister Yusuf Raza Gilani as national security adviser, said Durrani was a good friend to the US, a voice of reason on foreign policy, and an advocate of improved Indo-Pak ties. "We will miss him,As many processors back away from Cable Ties , and the mode of his departure is another reminder that the GOP (government of Pakistan) has yet to coordinate its national security decision-making and continues to fumble on adopting a coherent and effective strategy to communicate information to the public."

Gilani fired Durrani on Jan 7, 2009 because he confirmed to the press that Mumbai attacker Mohammed Ajmal Kasab was indeed a Pakistani citizen without consulting with the prime minister.

"Durrani said he had written authority and had conferred with ISI DG Pasha before notifying the media. His dismissal has more to do with internal GOP dynamics than about Pakistani views on India or the Mumbai investigation. As is increasingly the case, Prime Minister Gilani was out of the loop and reacted angrily that he had not been consulted before the media announcement."

Durrani told the ambassador that President Zardari had called him to apologise; both Interior Minister Malik and Ambassador to the US Haqqani confirmed to the ambassador that Zardari did not know Gilani was going to take this action.

Durrani told the ambassador that Zardari promised that he would place Durrani in another position, but that he (Durrani) would decline if a new position were to be proffered. Zardari told the ambassador that he would try to find another high-level position for Durrani, but he had some sympathy for Gilani, who had heard about Durrani’s statements on the news and was blindsided.

According to Ambassador Haqqani, a Durrani ally, Gilani was a recipient of the memo authorising Durrani to confirm Kasab’s nationality,When the stone sits in the oil painting reproduction, but Gilani may not have seen it, the cable disclosed and stated Durrani said President Zardari called him when he returned from Kabul and apologized three times.
