These are worthy goals, but they should be paid for by taxpayers
nationwide, not just by the businesses that employ lower-wage workers.
Instead of redistribution through regulation, Congress should enhance
and improve the earned income tax credit, or start a new
taxpayer-financed program that makes working more attractive for the
poor.
The great appeal of raising the minimum wage is that it
appears to reduce inequality without increasing budget deficits. That
seductive glimmer is the policy’s greatest flaw. We should have a debate
about how much to spend to promote opportunity. We shouldn’t embrace
policies that make politicians look caring without requiring them to pay
the cost of justifying higher taxes. We should abhor cheap

Like
the minimum wage, the Americans with Disabilities Act was motivated by

happen to hire lower- wage workers? In January, the unemployment rate
among high school dropouts was 12 percent. Only 40 percent of that group
was employed at all.
Those scary numbers reflect a failure of
entrepreneurial imagination: an inability of American companies to
figure out ways to productively employ the less skilled. The most skill-
intensive sectors, including my own, won’t pay the price of a higher
minimum wage, precisely because they provide so few jobs for people at
the low end of the skill spectrum.
The debate over the minimum
wage is often depicted as a battle of social justice, calling for higher
wages instead of economic efficiency, which operates best with fewer
regulatory restrictions. Although providing more for the poor may be
social justice, there is nothing just about loading all the costs onto
the employers and customers of lower-wage workers. For 20 years, there
has been a fierce debate about the impact that minimum wage laws have on
unemployment.
Alan Krueger, now chairman of the Council of
Economic Advisers, and David Card, of the University of California at
Berkeley, are responsible for the research that reopened the debate on
the efficiency costs of the minimum wage.This solar lamp

Pennsylvania and found little decline in employment after New Jersey
raised its minimum wage in 1992. Their 1997 book brings together five

in the minimum wage have been found to reduce employment by Kevin
Murphy of the University of Chicago and economists Donald Deere and
Finis Welch of Welch Consulting as well as by Janet Currie and Bruce
Fallick. These findings are sufficiently disparate so that progressives
can plausibly claim that Obama’s proposed minimum-wage increase will do
little harm to employment, while libertarians can argue that a 24
percent increase in the minimum wage will lead to more unemployed
teenagers and high school dropouts.
We would be stuck between
two ideologically driven viewpoints if the minimum wage was our only
tool to help lower- income Americans.
There are better ways of
making work pay. The earned income tax credit has helped make work pay
since 1975. It rises initially with income up to a maximum of $5,236 for
families with two children, and then it phases out.
It has
downsides, such as administrative complexity and monitoring, but it has
been shown to increase employment, especially for single mothers. It can
be improved and increased, and it remains the best alternative to
raising the minimum wage.
Perhaps the simplest way to alter the
credit is for it to provide a clear per-hour benefit directly to workers

Inyo answers jury’s justice-system advice
Law enforcement officials in Inyo County are working to implement
recommendations made by local watchdogs this summer in their annual
report.
The 2011-12 Grand Jury took a close look at operations at the Inyo County Jail and Juvenile Detention Center and the District Attorney’s office during its term, offering guidance and recommended changes to help the departments better serve the public.
In a response to the Grand Jury last week, high level officials said they are already implementing some of the citizen watchdog group’s suggestions. In some cases, officials said Grand Jury recommendations will not be implemented because the department head did not agree with the Grand Jury’s finding, or because it is not physically or financially feasible.
After meeting with D.A. Art Maillet and his staff, the Grand Jury recommended that the D.A.’s office begin issuing regular press releases to local media outlets to end what Mallet called “a flow of misinformation and misstatements through the press.”
The Grand Jury also recommended that the county establish an ongoing workshop for all county executives on ways keep and improve media and public relations.

The only recommendation the Grand Jury made was to have consistent monitoring of inmates in detox, as jurors found a “wide timing variations” in detox monitoring between night and day shifts.

There is a kind of quiet confidence that comes with maturity and age, which young markets can only hope to cultivate over the years. Canada's HVACR sector is in that self-assured space. Relatively unruffled by the recent - and in some cases ongoing - global economic crisis, the Canadian market continues to grow. But it has its ear to the ground - alert to sudden upheavals. Highlighting the positive impact of the downturn, he observes: "Traditionally, large markets in Europe and the United States (that consume Canadian products) contracted heavily in the global downturn. "Our specifications meet or exceed requirements in the GCC countries."

Once he secured the victims’ cards through false promises of no-risk dividends based upon the sale of the vacuum inventory, he immediately obtained all the available credit balance from each card. Brown did this by running the cards through a United States Bank Merchant Point of Sale terminal and falsely disguised each transaction as a sale of merchandise when, in fact, he did not sell anything at all. Each of these pretext or “fake” sales caused United States Bank to automatically deposit the amount of the fraudulent sale entered in the credit card machine into defendant Brown’s business bank account. The total amount of losses to victims in Brown’s scheme exceeded $6 million.

Moovers taking Lego talents to Germany
Back in February, after the team he
coaches had won the state championship, Rhett Starr had them focusing on the
national tournament.
His players, the Moovers, had something more on their mind, as well: An international competition after that in Europe. Starr told the kids plainly:
Don’t even think about it. The team does not have the money.
Starr was totally wrong. This week, his kids are at that international competition.
“None of us could afford to go,” Starr said Sunday. “Once we got the big grant, a lot of these problems went away.”

Which manifests itself in the Moovers’ all-inclusive distribution of duties, she said: Every Moover must know every role.
On most FLL clubs, the kids figure out which individual is best for each of the variety of roles played during robotics and presentations, and thus each member is specialized into one job. “Boys are more task-oriented, whereas, with our team, we really want everybody to do everything,” Haas said. “Boys are too competitive, maybe.”

Mold Craft team tackles itty-bitty challenges
It has built molds with complex
shapes, and molds for sensitive resins.
But when it received an order for a medical pipette-shaped part with a wall thickness narrowing from 0.15 inch to 0.008 inch — to be made with ultrahigh-temperature resins and capable of moving from a single prototype tool to multicavity production — it was faced with all-new complexities.
“We weren’t even sure this could be done, with this material, this thin-wall section,” said Justin McPhee, vice president of engineering for the Willernie-based mold maker.
The fact that the company not only succeeded,Shop for oil painting and oil paintings for sale included. but was able to see the mold run without a hitch throughout NPE2012 in Orlando, Fla., took expertise not only from within Mold Craft but collaboration across multiple companies. Mold Craft teamed with Beaumont Technologies Inc. for mold-flow simulation and to maintain proper flow in the tool; resin supplier Victrex Polymer Solutions for the use of its polyetheretheketone material; and press maker Sodick Plustech Co. Ltd.
The case presents a solid study for future development not only at Mold Craft, but for mold makers and molders moving further into micromolding, while technology demands for ultrasmall molds increase.
“The things that come into play when you get into these really challenging applications challenge all the technology that’s out there,” said John Beaumont, president of Erie, Pa.-based Beaumont Technologies Inc.
Mold Craft specializes in small molds. Jim Liddell, director of sales, marketing and business development, described its expertise in producing molds for parts that can be held in a closed hand. It also produces those molds with up to 100 cavities.Omega Plastics are leading plastic injection moulding and injection mould tooling specialists.
Mold Craft originally took on the medical part expecting it to be a single-cavity prototype tool, but the project eventually involved a mold with four to eight cavities, McPhee said.
The part also had to be produced using PEEK. The combination of requirements for an ultrathin wall and high temperature made it clear within a day that Mold Craft would need input from other firms.
A hot-runner and gate system would be crucial to the part, he said. Melting variations would lead to a high number of defective parts.
Mold Craft had previously worked with Beaumont Technologies, an engineering and technology firm with the MeltFlipper mold-flowing system, and turned to it to help design the mold.
Beaumont has developed its own proprietary mold-flow software, Veri-flo, which uses data collected by running the specific resin a molder will use, and how that material behaves in a series of complex molds. That provides more detailed information, John Beaumont said.
Part of the difficulty in creating very small molds is that those molds pose unique processing issues — issues that companies focusing on large-scale production do not necessarily study,This video shows the results of a Indoor Positioning System. he said.
“No one is focused on the guy buying 50 pounds of resin,” Beaumont said.
So micromolding production needs precision mold makers like Mold Craft, but also access to new data, he said.
Using Veri-flo, Beaumont can develop specific mold-flow simulation using PEEK on a Sodick Plustech press. Sodick, based in Yokohama, Japan, has become a preferred press maker for micromolds. Beaumont Technology uses two Sodick presses in its Veri-flo process.
The combination of Mold Craft’s precision manufacturing, Beaumont’s simulation process and use of MeltFlipper to control the flow guided the final design.
When it was time to run sample parts on the prototype mold, Mold Craft shipped it to Sodick’s North American operations in Schaumburg, Ill.We can produce Plastic Mould. The tests went off flawlessly, Liddell said.
“I got in an airplane to fly to Chicago in the morning, and by the time I got there, they’d already run the tests and everything was done,” Liddell said.

UK minister faces questions over ties to Murdoch

handling of Britain's tabloid phone hacking scandal faces new criticism after a
minister assigned to make an impartial decision on a takeover deal by Rupert

Cameron is expected to appear before the ethics panel in the coming weeks. Questions will likely focus on his handling of the hacking furor and his friendships with key players in the scandal.
Hunt was made responsible in December 2010 for a decision on whether News Corp. should be authorized to take full control of satellite broadcaster British Sky Broadcasting, in which it holds a 39 percent stake.
The decision was regarded as a sensitive task because of its potential to reduce the plurality of media ownership in Britain and strengthen Murdoch's grip on the industry.
Cameron gave Hunt the job after Britain's Business Secretary Vince Cable was taped by undercover reporters claiming he planned to "declare war on Murdoch," and removed from making the decision on the grounds of bias.
According to government convention, ministers are expected to rule on such issues with impartiality.
Critics insist Cameron was well aware that Hunt was supportive of the deal and likely to side with Murdoch.
"I was sympathetic on the bid; I hesitate on the word `supportive,'" Hunt told the inquiry.

Kai Seikku, president and CEO of Okmetic, said the company has secured two Japanese and three Chinese partners who produce wafers for their local markets based on Okmetic ingots of silicon.
Okmetic has prospered over the last couple of years as a supplier of wafers for the booming microelectromechanical system (MEMS) market. join the saintly ranks of Michael the archangel, Joan of Arc and John the

About 250 people gathered at Nativity of the Blessed Virgin Mary Catholic Church on Sunday afternoon to mark the 25th anniversary of the year the Lithuanian priest moved one step closer to being considered a saint by the Catholic Church.
Pope John Paul II declared Matulaitis "blessed" in June 1987 after the Catholic Church found a miracle associated with his name.
Now, supporters of Matulaitis hope someone else will come forward with a miracle he or she experienced after praying to God, using Matulaitis as an intermediary. Matulaitis, who was born in 1871 and died in 1927, had bone tuberculosis and wore a leg brace for much of his life, priests said. He visited Chicago's Lithuanian community, but he spent his life in the Eastern European nation.

The artist, Ada Sutkus, 80, said the mosaic took about six weeks to put together. The hardest part was getting the contours of his face and gold cross, she said.
"I prayed so hard because once you put that piece there, it stays there," Sutkus said.
Still, Sutkus, who was born in Lithuania, said honoring the life of Matulaitis was worth her donated time and money.
"I read his biography and I was so deeply moved, Sutkus said. "He was a diplomat."
Cardinal Francis George said in a speech during the Nativity celebration that Matulaitis' service fulfilled a great need in the Catholic Church.

The Green House Project is a de-institutionalization effort designed to restore individuals to a home in the community by combining small homes with six to ten residents living as a family. Each home has a small number of dedicated caregivers. The Green House concept has spread to over 100 Green House homes operating on 43 campuses in 27 states. This same style of housing is called by other names, Small Houses, for example. Currently in Georgia, there is a Small House being built in Columbus, and a Green House in the planning stages for Augusta.
