UN Rights Council piles pressure on Syria

The Commission of Inquiry last Thursday gave UN human rights chief Navi Pillay a list of Syrian military and political officials suspected of crimes against humanity that will be discussed on March 12.

The panel said it documented a widespread and systematic pattern of gross violations by Syrian forces.

Winter rose tips

Winter is the time that roses rest. Or they are supposed to. Deciduous trees and shrubs are dropping leaves now, and your roses should too.

Sanitation in the rose bed is important in winter - our rainy season. Dead leaves and petals lying on the damp soil may harbor molds and mildews that can attack roses and give refuge to the eggs and larvae of many insects.

Beneficial insects don't overwinter on roses, so what is left are the "not good guys." Strip off any remaining leaves and remove them from rose beds to prevent insects and diseases from over-wintering.

Authorities warn of recent schemes

The Cowley County Sheriff’s Office has recently become aware that several Kansas law enforcement agencies are currently investigating a series of related frauds with out-of-state ties. Persons involved in these schemes are often associated with larger organizations which travel the country in cyclical periods, returning to call on previous victims every few months or years.

One example of a current scheme is the sale and installation of lightning protection systems, made up of rooftop lightning rods connected by a grounding cable. In at least two instances in western Kansas, crews have contacted rural residents agreeing to install systems for large sums of money. The crew completes the work, often in a very short period of time, collects payment and quickly leaves the county. The scheme may continue within the following months or years. After the inspection, faults in the system are reported and a new agreement for repair or service is solicited. Washington Township school board listens to solar panel pitches from companies

Solar panels, microturbines and geothermal pipes, oh my. A myriad of renewable energy solutions were put on the table at Thursday's special board of education meeting where it heard proposals from six energy companies for just about four hours.

Honeywell, Ameresco and Johnson Controls were just a few of the companies that responded to the request for quotations that the board put out in order to gauge its various options for bringing renewable energy, and ultimately significant energy savings, into the district.

"We got a lot of information about a lot of different ways of financing [the proposed project]," Board President Stephen Altamuro said after the meeting.

While solar panels were one of the main staples of each company's proposal, they were able to bring a few different alternatives to the board's attention as well. "I think PPAs are a little too speculative because of the value of the SRECs," Noyawski said. "In the past ... it would have been a good alternative, but unless we're just going through a temporary market remix or market adjustment, it's too speculative. We're not in the business of speculation; we're in the business of saving the taxpayers money"

While each company pitched the board their specific qualifications and advantages, Nowayski said the board's main priority was evaluating information rather than specific companies at this point.
