Salinas moves ahead with retail center plans after Lowe's pullout

The art of the deal is never as easy as Donald Trump might have you believe.

Despite setbacks such as Lowe's decision last week to renege on their commitment to locate at the yet to be built Gateway Retail Center in Salinas, the city's director of community and economic development, Jeff Weir, refuses to label his job the toughest in town.

It's "probably not the most difficult but very challenging though," Weir said.

"I refuse to get down and stay disappointed ... It's abut getting it done," Weir said about the Lowe's situation.

"You have to play the hand you are dealt ... we are going to communicate with the people at Lowe's."

Lowe's decision was based on a number of factors, Stacey Lentz, public relations manager for Lowe's Companies, Inc., wrote in an email.The EZ Breathe home Ventilation system is maintenance free,

"The single most important factor is the current weakness in the retail sales environment on a national level," Lentz said.

Lowe's said in October they would close 20 underperforming stores and would be reducing the number of new stores in 2012 and beyond.

Lowe's had been looking for a location in Salinas for five years, Weir said.

But who with Lowe's killed the deal?

"You'll never know that," Weir said. "Those kinds of decisions are made by community."

Mark Kelton, the principal of the shopping center's developer, Cloverfield Management LLC, took the setback in stride.

"While it's clearly disappointing, we feel it's a really great retail location and we are reaching out to other prospective tenants," Kelton said in a voicemail message.

The Gateway Center has the thumbs-up from city planners, and is to be situated on a 20.2-acre site at the northwest corner of San Juan and Boronda Roads.

"We are confident that sooner or later we will be able to replace the anchor (main tenant — Lowe's) and move forward," Kelton said.

Any developer, including Kelton, has a major upfront investment in a project such as Gateway, which includes environmental impact studies, engineering and design, Weir said.Omega Plastics are leading plastic injection moulding and injection mould tooling specialists.

Could Gateway be built without an anchor store like Lowe's?

"Probably not," Weir said.

His frustration over the Lowe's decision is palpable, but as a former elected politician and a veteran of economic hardball in the auto industry in Michigan, Weir has seen his share of challenges.

"You are constantly challenged when it comes to retail. There is always something new," he said.

"We need the revenue, we need the jobs; we need all the rest of this."

An economic impact analysis was completed by a third party for the Lowe's-Gateway proposal and paid for by Lowe's and the developer, said Weir.

"It clearly indicated there was a significant,Handmade oil paintings for sale at museum quality, positive market opportunity for Lowe's as well as all the other retailers."

Other area shopping centers viewed a local Lowe's outlet as positive, said Weir. He noted when shoppers are drawn to visit Lowe's from outside the area they also shop at other stores and eat at local restaurants.

Salinas has an unfulfilled potential for more retail space estimated in a study to be about two million square feet for a market area of its size, according to Weir.

Retail and economic professionals refer to the problem as "leakage," the need for shoppers to leave home and shop in another region.

"People earn money here and spend it somewhere else because we are not giving them what they wanted (in shopping options)," Weir said.

The local retail market area is estimated to be about 250,000 people, Weir said, because Salinas could also draw consumers from communities along Highway 68 such as San Benancio Canyon and Corral de Tierra, Castroville, Prunedale and, to some extent,The magic cube is an ultra-portable, the south Monterey County cities.

Salinas sweetened the deal for Lowe's, but in the end, its skittish reversal was attributed to a case of national economic cold feet.

Washington Township school board listens to solar panel pitches from companies

Solar panels, microturbines and geothermal pipes, oh my. A myriad of renewable energy solutions were put on the table at Thursday's special board of education meeting where it heard proposals from six energy companies for just about four hours.

Honeywell, Ameresco and Johnson Controls were just a few of the companies that responded to the request for quotations that the board put out in order to gauge its various options for bringing renewable energy, and ultimately significant energy savings, into the district.

"We got a lot of information about a lot of different ways of financing [the proposed project]," Board President Stephen Altamuro said after the meeting.

While solar panels were one of the main staples of each company's proposal, they were able to bring a few different alternatives to the board's attention as well. This included geothermal heating and microturbines.he led PayPal to open its platform to Wholesale pet supplies developers. While geothermal energy would heat water from natural sources, the microturbines would require an independent fuel source,Polycore hydraulic hose are manufactured as a single sheet, such as natural gas or biodiesel fuels.

Energy conservation measures were also a part of some companies' proposals. These could include anything from installing motion-sensor lighting to replacing boilers.

"It was very informative and eye-opening because some of the things, such as the mini jet turbines, I've never heard of that before," said Chet Nawoyski, a school board and environmental commission member.

Going into the meeting, planned purchase agreements, or PPAs, seemed to be one of the best options to the board.there's a lovely winter polished tiles by William Zorach. In a PPA, the solar energy company installs the system at no cost to the district and would profit from selling the solar renewable energy credits (SREC) on the open market.

But as each company presented, it became clear that taking advantage of the state's Energy Savings Improvement Plan, or ESIP, would be a much more secure option. This is due in part to the fact that the PPAs rely on the SREC market for much of its value. The market has been in flux recently, making that option somewhat less attractive to the district. The ESIP program, in comparison, is funded by a state law that "allows government agencies to make energy related improvements to their facilities and pay for the costs using the value of energy savings that result from the improvements," according to the New Jersey Clean Energy website.

"I think PPAs are a little too speculative because of the value of the SRECs," Noyawski said. "In the past ... it would have been a good alternative, but unless we're just going through a temporary market remix or market adjustment, it's too speculative. We're not in the business of speculation; we're in the business of saving the taxpayers money"

The district is already undergoing an independent energy audit, the results of which are expected sometime in November.For the last five years Hemroids , Many of the companies said that the survey would give them a much clearer idea of the cost savings available to the district.

While each company pitched the board their specific qualifications and advantages, Nowayski said the board's main priority was evaluating information rather than specific companies at this point.

"I really want to absorb all the information we've gathered and go through that before we decide which company to go with,When the stone sits in the Cold Sore," he said.

As for the next step, the board will meet to decide which kind of plan would be the best fit for the district. After that, they would release a request for proposals and move on from there.

Altamuro said that the plethora of options and information presented would take a little while for the board to digest. "I'm not sure solar is the only option now, we have a long way to go before we have an energy plan in mind."

Jardine: Reunion stories make up a terrific week

Sixty-five years ago, Gene Winfield opened a hot-rod and custom car shop in an old chicken coop behind Figaro Street in southwest Modesto.

A year or two later, he formed the Century Toppers car club. Joe Barnett, Bill Wilson, Roy Dyson and Bart Bartoni joined him as charter members.

The shop was so successful that at times, the overflow of cars meant that they worked on some beneath a black walnut tree out front.

Winfield moved to a bigger shop on Tully Road near Modesto Junior College, where he has been ever since and customized cars for television shows such as "The Man From U.N.C.L.E.," "Get Smart" and "Star Trek."

Last week, though, he and his old hot-rod buddies returned to the chicken coop to film a documentary — the first in a series titled "Kings of Kustom."

They swapped stories on camera, reliving the formative years of Modesto's fascination with cars that George Lucas eventually captured in "American Graffiti."

On display for the show were Bartoni's 1939 Custom Coupe, Burnett's '40 Ford Coupe, Dyson's reproduction of a 1929 Ford cq Coup and Joe Coito's 1931 Ford Roadster, all customized by Winfield.

"Gene Winfield is Episode One," said producer/director Randy Bond of Longboard Pictures.

Bond hopes to sell the series to the Discovery Channel which "was interested and wants to see it, which is code for ‘You go make it and we'll see about buying it,' " he joked.

Regardless, Bond plans to film multiple episodes to be sold on DVD beginning in July.

The documentary came about because Albert Coito, who buys and sells anything vintage, bought the old chicken coop in January with the idea of disassembling it and moving it to another site — perhaps as a museum exhibit. As he went through the building, he noticed the names of the hot rodders engraved in the concrete floor.

When Bond decided to focus his documentary segment on Winfield, Coito was thrilled to offer the chicken coop as a reunion site.

Bond said he'll soon launch the www.kingsofkustom.com Web site.

BACK HOME AGAIN — Just about any principal can point to one day in the school year that was better than all others. Bernard Hughes Elementary Principal Rosalie Reberg can tell you her favorite day of 2010-11: March 24.

That was the day two of her students were reunited with an old friend — their 5-year-old Boston Terrier named Taz — who had vanished from their home nearly a month before.

On March 1, burglars came through the side gate to ransack Rudy and Lisa Mercado's home in east Modesto. Their parents brought them to school and told the teachers what had happened, hoping the routine would be a positive distraction. Students put the word out amongst themselves and in their respective neighborhoods.

More than three weeks passed, with no sign of Taz. Then, on the 26th, Daniel was out in the playground and saw a dog that looked like Taz, but noticeably thinner. He called out her name. She came right to him.
